Background
Oakley was an expert burglar of poorly secured warehouses that were packed full of material he could then offload onto the Clint City black market. Until the day, that is, that he was caught and tasered by Sammy who was armed to the teeth. Finding himself in a pretty bad way after their forced landing in hostile territory, Oakley wandered aimlessly until falling to his knees half dead. On awakening, he found himself in the den of a tigress with extremely big teeth. However, far from eating him for her dinner, the tigress saved him and another prisoner, who went by the name of Annie, from certain death. Quickly adapting to their new way of life, the two prisoners formed unbreakable bonds with the tigers and even though Oakley sometimes finds Annie's self-centered and bossy ways a little hard to handle, nothing could break up the killer team they've now formed with Graou!

Advantages:
- His base power is 7, which is good for a 3*.
- His base damage is 3, but becomes 5 with fury, allowing you to 2HKO with other members of Raptors.
- His ability increases his damage by four, making him a potential 7/7.
- His ability and stats make him a good bluff.
- If you fury with him while his ability is activate, his damage can increase up to nine.
- The clan bonus cancels attack modification, which helps in low-pill fights.
Disadvantages:
- His base damage is 3, which is low for a 3*.
- His ability is Courage, meaning you only have two chances to activate it. It also makes him predictable.
- He is weak against SoA, since he cannot increase his base damage.
- He is also weak against damage reduction.
- His main weakness are cards, like: Bristone, Yookie and Yayoi Cr, who not only reduce his damage, but also cancel his ability.
- He has competition from the other 3* in Raptors.
Trivia
- If you combine his name with his fellow clanmate's, Annie, you get the name, Annie Oakley, who was a well-known sharpshooter and a star in Buffalo Bill's Wild West show.
- Annie and Oakley are based on Jessie and James from Team Rocket, but with their hair color switched, and Graou is Meowth.
- Like the other characters of the clan, his mission's name is the name of a song, which is, Bonded By Blood from Exodus.
- The final levels of both his and Annie's cards are taken from the same image.
